characteristics and needs.
By drawing on traditional and modern safety concepts and integrating its long-year experience in fostering safety culture, Sun Paper has created the "5+1" safety system, namely one truth, two convictions, three ideas, four "mutuals" and five "musts" as well as one "confirm". It advocates and implements these advanced and realistic concepts to affect the employees' mindset, awareness, attitude and behaviors, and has fostered a strong atmosphere of work safety.
Sun Paper has formulated 36 regulations including the "Zero Energy Safety Regulations", "Competence Qualification Regulations in Four Aspects" and "Study Materials for Employees Committing Three Violations", based on which the company has put in place a comprehensive safe production system and realized rational allocation of personnel, equipment, materials and environment.
Motivate employees with assessment and strengthen the establishment of safety culture. Sun Paper implements the system of production safety control indicators and calls on all employees to correct the "three violations" (command against rules, misoperation and violation of labor discipline) and intensify safety control. It specifies the responsibilities of each unit and department, especially workshop and team leader, signs the letter of safety commitment on all levels, and puts safety indicators in their annual target, the accomplishment of which is directly linked with the salary and bonus of managers on each level. Sun Paper practices a strict reward and punishment system, works out internal standards for safety assessment, and guides all employees to study and apply the standards and improve their safety behaviors consciously.
Influence employees with environment and foster safety culture. Sun Paper carries out safety training and education to continuously enhance safety concepts and behaviors. It steps up site management, strictly implements quarterly, monthly and weekly inspections and spot check and night check in specific areas, and regulates employees' operational behaviors by inspecting their safety awareness, the establishment of safety systems and the correction of problems, for the ultimate goal of ensuring production safety. In 2005, Sun Paper passed the Occupation Health Safety Management System (OHSMS) and Environmental Management System (EMS) certification.
